While it's true that when you equip the Magic Quiver, you see a big difference in Wooden Arrow velocity, and don't see a difference for Ichor Arrows, there is still a difference, as demonstrated here. Without the quiver, it can't make it through the purple blocks before the 1/4s timer is up.
